This dataset contains twelve semi-structured interviews with stakeholders in the policy advice supply chain in Ukraine. Both domestic and foreign respondents shared their insights on key developments, outcomes, and explanation of anti-corruption reforms in Ukraine. It focuses on the period from February 27, 2014, the day the Yatsenyuk interim government was officially put in charge as a result of the Euromaidan, up until the end of January 2022, weeks before the large-scale, Russian invasion. A key emphasis was put on how success of those reforms is understood and measured by Western actors and how the divergence between official narrative and factual understanding can be explained. By incorporating the perspective of Ukrainian civil society organizations, a third-person corrective of those subjective accounts was established. Moreover, covering domestic and external points of view, insights on transnational democracy promotion in the Ukrainian context were retrieved. Overall, the interviews were conducted between October 2021 and January 2022. They lasted between 60 and 90 minutes and were carried out exclusively in English over Zoom, Webex, or Microsoft Teams.
Due to selective anonymity requirements, the sensitivity of the topics and current circumstances, the transcripts and consent forms are not available online but are stored at the Research Center for East European Studies at the University of Bremen in accordance with the stipulated regulations.
